| 摘 要： | 随着数字技术发展,在新的法律环境下,数字图书馆的发展遭遇了前所未有的版权障碍。阐述了版权补偿金制度的立法思想,探讨了在数字图书馆适用和完善这项制度对解决数字版权问题的重要意义,并就具体的制度设计问题作了深入的思考,提出多方面的建议。

| Abstract: | With the development of digital technology,the digital library encounters the copyright disorder which is unprecedented.The paper expounds the legislative thinking on the copyright compensation system,inquires into the importance and significance of applying and improving this system in libraries to solve the digital copyright problems,and goes further into the specific design of this system.It also offers some suggestions in several fields. |
