| 摘 要： | 农户是耕地的直接使用者,农户的耕地利用行为在耕地保护中尤其耕地质量保护中扮演着重要的角色。鉴于当前针对农户耕地利用行为及耕地保护认知水平的研究尺度范围较小、难以代表全国大部分地区农户耕地保护的现状,文中基于全国10个粮食主产区1198份农户问卷调查,从大区域尺度上针对农户的耕地利用行为、利用效益及保护认知水平进行了调研分析。研究结果表明:1)研究区农户耕地利用现状不佳,耕地利用以短期效益为主,影响耕地质量的保护,农户的耕地保护认知水平总体较低;2)税费支农政策对大部分传统种植业农户家庭收入所起作用不明显,主要原因在于农业生产要素价格涨幅较大、农田基础设施不健全及户均耕地规模较小。最后针对上述问题,从加强农户耕地保护意识、改革农产品价格体系、建立农村社会保障体系、推进基本农田整治等方面提出相应的政策建议。

| Abstract: | Farmers are the direct users of cultivated land.The farmer's behavior to the cultivated land use plays an important role in the protection of cultivated land,especially in the protection of cultivated land quality.According to the 1198 copy of farmer′s questionnaires survey in the 10 prime production area of grain,we analyzed the farmer′s behavior to the cultivated land use,the cultivated land use efficiency and the cultivated land protection level of cognitive from large areas.This research gets two conclusions.① In the study area,the status of farmer′s cultivated land use is not good.The target of cultivated land use is short-term benefits,and the farmer′s cognitive of cultivated land protection is lower.These are unfavorable for the cultivated land protection.②The effect of the tax policy which contributed to farm is not obvious to peasant household's income that engaged in the traditional planting industry.The mainly cause is that,the price of agricultural production increases highly,agricultural land infrastructure is inadequate,and the cultivated land scale of per peasant household is small.Finally,we put 4 pieces of policy suggestions.One is that strengthen the awareness of farmers in the protection of farmland,one is that reform the agricultural price system,one is that establish rural social security system,and one is that improve the infrastructure of basic farmland. |
