| 摘 要： | 农业比较利益的下降与工业经济实力的上升，使农业保护有了必要和可能。农业保护导致了计划与市场、城市与乡村、工业和农业、干部和群众、国内市场与国际市场等多方面的矛盾。在当前的国际环境中，搞好农业保护需要实现思想观念、保护目标和保护手段三大方面的转变。
