| 摘 要： | 我国是一个历史悠久的农业大国，在传统农业发展过程中形成了传统农业文化，农业文化的核心是“和合”效应，应发挥“天人之合”、“人人之合”与“整体思维”效应，农户自主经营，休闲农业建设项目纳入法制的范畴，政府支持与市场运行相结合，综合利用当地资源合理规划，以本地资源为基础开发休闲农业项目，才能使福建休闲农业走上健康发展的道路。

| Abstract: | China is a big agricultural country with a long history. The agricultural culture was formed in accompanying with the development of conventional agriculture. The essence of agricultural culture is the so-called ＂harmony＂ effect. By utilizing the effects of the harmonies between the nature and human being or between human being themselves and concept of whole thought, several measurements, such as （1） the self-management by the farmers; （2） including the construction of leisure agriculture in the law system; （3） the combination between the government＇s support and the marketing operation; （4） the exploitation and layout of local resources; （5） developing leisure agriculture based on the local resources, were proposed in order to make a leap for the leisure agriculture of Fujian. |
