| 摘 要： | 目前，我国经济正处在高速发展时期，为了减轻经济增长对资源供给的压力，实现资源的高效利用和循环利用，必须大力发展循环经济，保护生态环境，加快建设资源节约型、环境友好型社会，促进经济发展与人口、资源、环境相协调。同时也是实现全面小康社会目标，保证国民经济全面协调持续发展，统筹人与自然的和谐关系，实现我国社会经济可持续发展的必然选择。
