摘    要:水资源是人类不可或缺的自然资源,但近年来随着工业化的扩大,污染的加剧,水资源短缺问题日益严重,合理分配水资源已经成为当今重大的社会性问题。新疆玛纳斯河流域是一个大灌区,面积排名全国第四,该流域节水技术及灌溉自动化程度达到全国最高标准,但在分水配水时仍采用手工操作,影响了工作效率和水资源的利用效率,为它建立一个分水配水信息管理系统意义重大。本文研发的玛纳斯河流域信息管理系统结合了本流域管理与分配模式,能够促使技术与政策和谐发展,同时可以达到节省财力,物力,人力的目标,很好的解决了流域分散的水源与分散的用户在时空上的冲突,可以有效提高工作精度与效率,减轻劳动强度,为流域分配水管理带来巨大的效益。

Abstract:Water Resources are indispensable natural resources of human.But along with the time going,it had been destroying and became shortage.How to assign water properly has become a fatal social problem.Manas River basinis a large irrigation district which ranks 4th in acreage and 1st in Water-saving technology and atomized degree in whole nation.But they still solve problem with handwork,which willgreatlyreduce the efficiency of workand the utilization efficiency of water resources.So it's of great significance to design a management information system for them.In this paper,we will introduce our application.It's built upon the research of their management and assignment.By using the system,it can save a large amount of money\,aterials and peoples,and solve the conflict of the dispersed water resources and users in space and time.It can help them enhance the precision and efficiency,and at the same time reduce the intensity of work.For the management of the Region,it will be beneficial.
