| 摘 要： | 肃南县是祁连山国家级自然保护区最大的资源主体,占祁连山北麓总面积的75％,县域面积的58.4％在祁连山国家级自然保护区。近年来,肃南县坚持以“生态立县”为目标,坚持生态优先,抓好空间优化和资源保护,以天然林保护、退耕还林、三北防护林、防沙治沙、重点公益林管护等重点生态工程建设为载体,以重点生态项目实施为抓手,因地制宜,统筹规划,全力推进,荒漠化扩展趋势得到遏制,祁连山水源涵养能力不断提升,绿洲生态防护效益日益增强,城乡景观绿化稳步推进,区域性生态环境和城乡人居环境明显改善,生态屏障建设取得显著进展,为筑牢西部生态安全屏障发挥了重要作用,但是在新一轮“黄河战略”中,承担黄河上游重要水源涵养区的祁连山被赋予了新的使命和担当,本文根据“黄河战略”对黄河上游水源涵养区的具体要求,结合肃南县生态环境保护实际情况,分析了全县生态环境保护现状,剖析了生态环境保护面临的问题,提出了生态环境保护的对策和建议,以期为流域生态环境保护治理提供参考和借鉴。

| Abstract: | Sunan Yugur Autonomous County is the largest resource body of Qilian Mountains national nature reserve, accounting for 75% of the total area of the northern foot of Qilian Mountains, and 58.4% of the county area is in Qilian Mountains national nature reserve. In recent years, Sunan Yugur Autonomous County has made "Ecological County" its goal, giving priority to ecology, optimizing space and protecting resources, taking the construction of key ecological projects such as the protection of natural forests, conversion of farmland to forests, Green Wall of China, sand control, management and protection of key public welfare forests as the carrier, taking the implementation of key ecological projects as the key task, adapting to local conditions, making overall planning and pushing forward with all efforts, the trend of desertification expansion has been contained, the water conservation capacity of Qilian Mountains has been continuously improved, the ecological protection efficiency of oases has been enhanced day by day, the greening of urban and rural landscapes has been steadily promoted, and the regional ecological environment and urban and rural human settlement environment have been significantly improved, significant progress has been made in the construction of ecological barriers, which have played an important role in building ecological security barriers in the West. However, in the new round of the "Yellow River Strategy" , in accordance with the specific requirements of the "Yellow River Strategy" for the water source conservation areas in the upper reaches of the Yellow River, and in combination with the actual situation of Sunan Yugur Autonomous County''s ecological environment protection, the paper proposes that the Qilian Mountains River, which is responsible for the important water source conservation areas in the upper reaches of the Yellow River, has been entrusted with a new mission and responsibility, this paper analyzes the present situation of eco-environmental protection in the whole county, analyzes on the problems faced by the eco-environmental protection, and advances some countermeasures and suggestions for the eco-environmental protection, with a view to providing reference for the protection and treatment of the eco-environment in the river basin. |
