| 摘 要： | 依托经济高质量发展内涵,以"创新、协调、绿色、开放、共享"新发展理念为指导,构建包含经济增长基本面和社会发展两大维度的评价指标体系,测算和分析安徽2004—2018年经济高质量发展水平。结果显示,2004年以来安徽经济增长质量总体呈上升趋势,在增长基本面维度方面,强度和创新性提升较稳定,稳定性、外向性和合理性波动较大;在社会发展维度方面,健康、生态和福利稳步上升,基础教育发展仍有一定的提升空间。以"创新"为引领构建现代化经济体系,以"绿色"为要求协调生态环境和经济增长,以"共享"为目标持续推进社会保障和民生改善可以有效提升安徽经济高质量发展。

| Abstract: | Based on the connotation of high-quality economic development and guided by the new concept of innovative, coordinated, green, open and inclusive development, this study establishes an evaluation index system that includes economic growth fundamentals and social development, and measures and analyzes Anhui economic development from 2004 to 2018. Results show that:the overall quality of Anhui economic growth has been on the rise since 2004; in terms of the growth fundamentals, their intensity and innovativeness improve gradually, but the stability, export-orientedness and rationality fluctuate greatly; as for social development, health, ecology and welfare also rise steadily, and there is still room for the development of fundamental education. To build modern economic system with "innovation" as the lead, to coordinate ecological environment and economic growth with "green" as the requirement, and to continuously improve social security and people''s wellbeing with "inclusiveness" as the goal, can effectively promote the high-quality development of Anhui economy. |
