| 摘 要： | 介绍了美国油气管道安全管理机构DOT、OPS和TSA及其促进管道安全的措施:建立统一电话报警系统、国家管道地图系统、管道安全促进组织等。阐述了美国油气管道基本法规《管道安全法》《美国联邦规章》《管道安全改进法案》和《管道检验、保护、强制执行和安全法案》的主要内容。研究了与油气管道行业紧密相关、在国际上享有盛誉的美国标准化组织的工作程序和管理模式。研究美国油气管道的管理理念,借鉴其标准规范和经验做法,对于制定我国油气管道行业标准发展战略,建立系统的、与国际接轨的油气管道法规标准体系具有重要意义。
