| 摘 要： | 运用系统方法论，分析了国有林区森林资源－环境－经济复合系统（ FEES ）的结构与原理；在可持续发展理论指导下，以黑龙江省国有林区森林资源－环境－经济复合系统的良性发展为目标，构建了综合评价体系，对黑龙江省国有林区FEES可持续发展进行评价。依据评价结果利用结构模型解析法，分析了影响黑龙江省国有林区FEES可持续发展的根本原因，提出了调控措施。

| Abstract: | We analyzed the structure and principle of forest resources , environment and economy composite system ( FEES) of the state-owned forest zone by system methodology .Under the guidance of sustainable development theory , we built a com-prehensive evaluation system to achieve the benign and sustainable development of FEES in Heilongjiang province .Be-sides, the system was used to evaluate the FEES in Heilongjiang Province .We analyzed the root causes which hamper the sustainable development of FEES in Heilongjiang Province by using the analytic method of structural model , and thus posed some practical and significant improvement measures . |
