| 摘 要： | 首先分析了我国农业用水权向城市和工业转让的必要性与存在的问题,其次介绍了国内外农业用水权和水权转让的现状和成功经验,并根据对我国大量典型灌区的调查,提出了加快我国农业用水权转让与城市用水机制响应对策。

| Abstract: | The necessity and the existing problems of transferring agricultural water right to cities and industry in China were analyzed at first.Secondly,the present situations and the successful experiences of agricultural water use right and water right transfer at home and abroad were introduced.According to the investigation on a large number of classical irrigation areas in China,the corresponding countermeasures for quickening the agricultural water use transfer and urban water use mechanism in China were put forward. |
