| 摘 要： | 海洋渔业经济中捕捞能力利用效率和最佳捕捞潜能的研究一直备受关注。从文献综述的角度对技术非有效性分析与数据包络分析法的理论，最大捕捞能力分析框架以及生物经济学模型的理论基础和数学模型加以分析讨论，同时对该理论的优缺点加以评述。最后指出在有限开放式捕捞前提下，捕捞业产能始终处在非经济运行状态，同时对我国的渔业政策提出在坚持现有的“休渔”禁捕措施上加大对渔民减船、转产的政策扶植力度，最大限度的保护现有海洋渔业资源，为将来实施“总可捕量”结合“个别可转让渔获配额”等渔政管理政策打好基础。
