摘    要:以Landsat TM影像为信息源,通过选取热带气旋频数、人口密度、耕地面积密度、地均GDP和人均第三产业产值五个指标,采用层次分析法和加权综合评价法,评估浙东热带气旋的综合风险;并以此为基础,引入多目标逐步宽容约束模型,实施浙东沿海防护林的空间优化配置。研究结果发现:1沿海防护林面积明显增加,增幅达5.4%,森林覆盖率由48.7%增至51.3%;2森林结构趋于合理,针叶林、阔叶林、混交林和灌木林面积比例分别由优化前的64.77%、19.84%、8.36%、7.03%调整为40.30%、37.34%、18.06%、4.30%,有效解决了针叶林比重过大的问题;3土地利用服务价值各指标均有明显增加,生态、社会和经济效益增幅分别为3.7%、2.4%和5.5%;4实现了分区、分级、分目标的防护林优化配置,生态效益各指标均随热带气旋综合风险的增加呈明显的上升趋势,社会、经济效益正好相反。

Abstract:As the important ecological barriers, Coastal shelter forest plays a key role in the aspect of soiland water conservation, wind prevention, sand-fixation and regional ecological security. Based on the 2005Landsat TM images, by using the method of analytic hierarchy process and weighted comprehensiveevaluation, five indices including frequency of tropical cyclone, population density, and density of arableland, real GDP and the per capita output value of the tertiary industry were selected to carry out the tropicalcyclone risk assessment. Meanwhile, gradual easy constraint method was adopted to build a multi-objectiveprogramming model to make the spatial optimum allocation of coastal shelterbelt forest in Eastern Zhejiangprovince. The main conclusions are as follows: ① The area of coastal shelterbelt forest increasedsignificantly with an increase of 5.4%, and the forest coverage rate increased form 48.70% to 51.30%; ②The forest structure would be more reasonable, and the proportion of coniferous, broadleaf forest, mixedforest and shrub changed from 64.77%、19.84%、8.36%、7.03% to 40.30%、37.34%、18.06%、4.30%, whichsolve the problem of large-proportion coniferous forest effectively; ③ The whole index of land-use servicevalues increased substantially, the ecological, social and economic benefits increased by3.7%, 2.4% and 5.5%, respectively; ④ Optimization was realized according to different Risk area, different grade and different objective. For tropical cyclone risk, economic benefit is positive related apparently, social and economic benefits are just the opposite.
