重庆市城市周边地区划定永久基本农田方法研究

摘    要:国土资源部、农业部于2014年要求在北京、上海、广州、重庆等14个大城市周边及交通沿线将优质耕地划定永久基本农田。科学划定城市周边及交通沿线基本农田具有重要意义。本研究以重庆市北碚区为例,借助GIS空间分析技术,采用美国的LESA评价体系,选取并建立相应的评价指标体系对城市周边耕地进行质量和立地条件评价,兼顾城市周边耕地的优质性和稳定性;然后对耕地进行局部自相关分析,识别出重点保护区域;最后将LESA评价结果与局部空间自相关分析结果相叠加,筛选出基本农田区域。本研究将北碚区城市周边耕地分为优先划定区、鼓励划定区、后备资源区和不宜划定区;将优先划定区、鼓励划定区及后备资源区的一等耕地纳入永久基本农田。研究区新划定永久基本农田面积为2 310.9 hm~2,占城市周边耕地总面积的21.13%,地块平均综合分值为64.47,综合质量较优。新划定的基本农田面积比原基本农田多9.94 hm~2,且在优先划定区和鼓励划定区的优势耕地比同水平的原基本农田多2 111.79 hm~2,地块平均分值也较高。和以往的基本农田划定方法和成果相比较,本方法定量分析了耕地的质量、立地条件和空间分布特征,实现了基本农田在优质性、稳定性和空间集聚性上的统一,有利于保护优质耕地、推动城市发展转型及改善城市生态环境。

Abstract:The quality farmland around cities and along the line, such as Beijing, Shanghai, Guangzhou, Chongqing and other 14 major cities, will be designated permanent basic farmland, according to the Ministry of Land and Resources and the Ministry of Agriculture in 2014. Demarcating the prime farmland scientifically is of great significance. Drawing on the LESA system we take the Beibei District of Chongqing city as an example,with the help of ArcGIS10.2, this article constructs index systems of composite evaluation of the level of quality and the site condition of cultivated land. Besides, we use local autocorrelation analysis of cultivated land to identify the key protected area. At last, we can select the basic farmland plots after comparing the results of LESA evaluation and local spatial autocorrelation analysis. The result indicates that, the city surrounding cultivated land can be divided into priority area,encouragement area, reserve resources area, inappropriate area. We can put the priority area,encouragement area and a part of reserve resources area into prime farmland area. The prime farmland area is 2310.9ha, accounting for 21.13% of the total land area of the city, the average score of the plots is 64.47, it has greatly improved the overall quality and stability. Advantage of arable land than the same level of the original basic farmland more than 2111.79ha. It can be determined that this method captures the characteristics of cultivated land , and quantitatively analyzes the quality characteristics, site conditions and spatial agglomeration characteristics.In terms of quality, stability and spatial agglomeration have greatly improved than before. It will help us to protect the high quality cultivated land, propell city transformational development and improve the urban ecological environment.
