| 摘 要： | 公众参与是环境影响评价的主要内容与重要环节，它不仅能够维护公众的切身利益，增强项目环境影响评价的合理性与可接受性，而且在环保管理与监督中发挥着重要的作用。在当前的环境影响评价实践中，公众参与还存在着许多问题：信息缺失，公众参与难以展开；双方互动交流途径不足；公众专业水平有限，参与难以充分；参与形式有限；公众参与意识不强；经费缺少支持；公众参与易流于形式；调查设计不够周密合理；公众参与中存在的某些困难，如语言障碍，组织松散，时间短促；实践工作中可能存在其它不规范的行为等等。深入分析环境影响评价实践工作中存在的问题，有助于提高环境影响评价质量，有利于解决环境影响评价过程中的环境问题，有益于公众利益的维护，更有助于完善公众参与的环境监督管理机制。

| Abstract: | Public participation is the main content of the EIA and an important link in practice of EIA. Public participation may not only safeguard the public's immediate interests and enhance the rationality and acceptability of the project EIA, but also play an important role in environmental management and monitoring work. However, there are many problems in public participation of current EIA practice. Because of lack of information, public participation is difficult to start; interactions and exchanges between the two sides of EIA are not fully effective; there is no guarantee of full participation due to limited professional level of the public; forms of participation are limited; the strong sense of public participation is absent; public participation is lack of support by fund and easily becomes a mere form; the design of survey is not detailed enough nor reasonable; there exist some difficulties in the course of public participation, such as the language barrier, poor organization, time limitation, other non-standard behaviors, and so on. In-depth analysis of these issues in the EIA practice will help to improve the quality of the EIA and is conducive to resolving the environmental problem of EIA, to safeguarding the interests of the public, to improving public participation mechanism of environment supervision and management. |
