| 摘 要： | 延边林区通过实施天保工程,使森林资源得到有效保护,而且成功地调整了林业产业结构。要判定天保工程的实施效果,需要对其进行评价。根据科学性、可比性、可操作性和与政策的相关性相统一的标准,选定了森林覆盖率变化、森林蓄积量变化率、森林面积变化率、天然林面积变化率、水源涵养量变化、水土保持面积变化、湿地面积变化、固定温室气体量变化和释放氧气量变化9个评价指标,建立了森林生态效益评价体系。

| Abstract: | The implementation of natural forest protection project provides a good chance for Yanbian forestry to expedite the construction, the forest resources have been protected effectively and forest industrial structure has been adjusted successfully in Yanbian forest areas. In order to estimate the effects of natural forest protection program, it is necessary to evaluate it. According to the criterion of scientific, comparable, maneuverability and uniform with policy, this paper selects ten evaluation criteria, including the variation of forest overlay rate, the variational rate of forest cumulation, the variational rate of forest acreage, the variational rate of natural forest acreage, the variation of water conservation, the variation of soil and water holding acreage, the variation of everglade acreage, the variation of greenhouse gas fixation, the variation of oxygen release, and established a forest eco-efficiency evaluation system, hiberarchy analytical method is adopted in evaluation. |
