| 摘 要： | 随着公共财政体制改革的深入，高校财务管理思想在安排支出，组织收入，编制预算，控制负债及资金管理上发生深刻变化；财务管理从功能定位，角色转变和工作重点上都得到较大拓展；财务管理的服务意识与手段也发生了变化；财务运行及监控体制逐步建立与完善。

| Abstract: | With the deepen reform of the public financial system, the idea of the financial management in colleges and universities has changed deeply in the aspects of arranging the expenses, organizing the income, drawing up the budget, controlling the obligation and fund management; the financial management have developed greatly in the function, the transformation of the role and the work focus; the service awareness and methods of the financial management have also changed; the financial operating and monitoring system has established and improved step by step. |
