| 摘 要： | 云南省林产业已进入了由数量扩张型向质量效益型转变的关键时期.文章分析了云南省林产业发展存在的如林产业政策不完善、投入不足、布局不合理、重复建设严重、技术水平落后、产品质量不高、结构不合理、效益不高、市场发育不全、产业准入制度建设滞后等问题.认为必须制定相对完善的产业政策,内容包括:产业政策目标,产业规划与布局调整,产业技术政策,产品和产业结构调整,产业准入政策,原材料生产及产品开发,增强企业商标品牌意识,增强资源节约与环境保护意识,产业保障政策,林产品及设备进出口税收政策,林产品消费政策,产业市场建设政策等.

| Abstract: | The forestry industry in Yunnan has got into the key stage of the transformation from quantitative extension to qualitative benefit.The paper analyzes the issues in Yunnan forestry development including sufficient input,unsatisfied industrial policies,unreasonable arrangement,repetitive engineering,low product quality,poor benefit and backward grant permission to the industry,and etc.Therefore,some advices on these issues are proposed in response. |
