| 摘 要： | 基于生态文明的基本内涵与结构内容的解读,以湖南省衡阳县为例,剖析了该县生态文明建设现状与存在问题,探讨了县域生态文明建设的路径。衡阳县生态文明建设取得了显著成效,体现为县域经济快速发展,经济实力接近全省第一方阵;生态产业加速升级,工业主导地位更加突出;项目建设强力推进,2012年完成固定资产投资111.45亿元;节能减排凸显成效,生态环境明显改观;社会保障实现全覆盖,城乡居民普惠受益。然而,还存在生态文明建设政策保障体系不够完善,生态文明建设指标体系缺乏,经济增长的质量和效益不高,生态文明建设氛围不够浓厚,城镇基础设施建设滞后等问题。因此,提出了衡阳县生态文明建设应完善政策保障体系,确立生态发展战略;探索建设指标体系,明确具体建设任务;大力培植绿色产业,积极发展低碳经济;宣扬生态文明理念,构建生态文化体系;完善城镇基础设施,打造生态县域村镇等具体措施。

| Abstract: | This paper examined the progress of ecological civilization construction in Hengyang County, Hunan Province. Hengyang County had made significant achievements in Ecological civilization construction. Firstly, economic development speed of the county was one the fastest in Hunan province. Secondly, of the growth speed of ecological industry had been accelerating. Ecological industry was more important in county economy than before. Thirdly, fixed assets investment amounted to 11.145 billion in 2012. Fourthly, there had significant improvement in energy-saving, pollutant emission reduction and ecological environment. Finally, full coverage of urban and rural social security was achieved. However, the policy implementation system need to be improved. Furthermore, it is necessary to construct an evaluation system to assess ecological civilization construction. In addition, the quality of the economic growth was still low and inefficient. Urban infrastructure construction was under developed. Many government officials did not realize the importance of ecological civilization construction. Therefore, measures of ecological civilization construction in Hengyang County are: 1) to improve the policy system and establish ecological development strategy; 2) to set up an index system of construction to make ecological construction tasks concrete; 3) to develop green industry and low-carbon economy; 4) to promote the concept of ecological civilization and construct ecological culture system; and 5) to improve the urban infrastructure and build ecological townships. |
