| 摘 要： | 粮食直补政策在全国实施5 a多来,在稳定农业生产、提高农民收入及优化粮食种植结构和构建和谐新农村等方面取得了明显的成效。同时应该认识到,在现行的粮食直补政策实施中还存在着补贴力度偏小、个别地方发放方式不规范等问题。为长期有效的促进粮食生产的健康平稳发展,应建立监督与评价机构以保障粮食直接补贴分配的公平与公正;应有选择、有重点的确定粮食补贴的范围和对象,直补政策应进一步向高效生态农业倾斜;应加大补贴力度和采取多样化补贴方式,确保农民增产增收和社会和谐发展。

| Abstract: | Food subsidy policy has made a significant success since its implementation in the country for the last five years.This includes stabilization of agricultural production,increase of farmers'income,optimization of crop structure and building of a harmonious new countryside.Meanwhile,current implementation of the direct subsidy policy has some problems such as a little low intensity of subsidies and non-standard for payment methods in individual regions.In order to effectively promote the long-term healthy and stable development of grain production,monitoring and evaluation institutions should be established to ensure fair distribution of grain direct subsidies.The scope and object of food subsidies should be selected to determine and the subsidy policy should be further tilted to efficient ecological agriculture;the intensity of subsidies should be increased and the ways should be diversified.These countermeasures will ensure that farmers'income is increased and social development is in harmony. |
