洪水灾害避难系统研究

摘    要:探讨了洪水灾害避难系统设计与研究的方法,提出点线结合型洪灾避难分析思想,并以道路网密度表示撤退点的输出能力。结合防洪撤退过程的特点,提出一个随机模型计算道路的路权。在动态路径分析中,根据各个时段记录的车头时距情况,计算出车流的随机度,将防洪避难道路预警界限水平划分为3个等级。该系统的建立为防洪减灾决策提供了科学依据,为洪灾避难系统的研制和开发积累了经验。

Abstract:The design and study of flood disaster evacuation system were discussed in this paper,the idea of the point-line integrated method was suggested,and the export ability of residential area was expressed with density of road net.Based on the flood disaster characteristic,a random calculation model of road right was put forward.Based on the vehicle real-time random degree,warning levels of road were vested in three level.This system could provide the scientific bases for flood control decision.The valuable experiences were accumulated for developing of the flood disaster evacuation system.
