摘    要:通过对湖南省棉花科学研究所绩效工资改革前后科研激励机制的利弊分析,提出了基层农业科研单位在事业单位分类改革后利用有限的经济手段进行物质激励并加大政治激励机制建设等关于人才激励机制建设的建议.

Abstract:Through analysis on advantages and disadvantages of research incentive mechanism before and after merit pay reform in Hunan Cotton Research Institute,some suggestions about using limited economic means to material incentives and political incentive mechanism construction after the reform of public institutions for talent incentive were put forward.
