| 摘 要： | 动物产品安全是当今全世界高度关注的热点问题.在论证我国加强动物疫病应急体系建设的重要性基础上,深入剖析我国动物疫情防控存在的突出问题:借鉴发达国家的经验,提出我国公共危机下动物疫病应急反应体系建设的思路与措施:设置专门机构,科学制定应急方案,积极应对动物疫病公共风险;加强疫病监控,科学安排扑灭计划;建立一只精干、高效的动物疫病应急体系专业队伍:完善赔偿制度,保障动物疫情应急处理;加强动物出入境检疫和风险评估,有效防范境外疫情. |
