| 摘 要： | 维持黄河健康生命,就必须减少黄土高原特别是7 86万km2多沙粗沙区进入黄河的泥沙。为加快这一地区的治理,应实施以支流为单元的淤地坝体系建设新战略。开展以支流为单元的淤地坝体系建设比以小流域为单元进行坝系建设有五个方面的明显优势。以支流为单元开展淤地坝建设,要做好重点支流的选择、搞好支流坝系规划、同步开展项目监测、进一步加强对淤地坝关键技术和重大问题的研究以及多渠道筹集资金等方面的工作。

| Abstract: | In order to keep the healthy life of the Yellow River, we should reduce the sediment coming from the Loess Plateau especially from 78 600 km~2 major source area of the coarse sediment area flowing into the Yellow River. We should carry out the new strategy of warping dam system construction by taking a tributary as a unit for speeding up the management of the region. There is 5 obvious superiority of taking a tributary as a unit than taking a small watershed as a unit. We should put our emphasis on the following aspects of selecting key tributaries, dam system planning of a tributary, simultaneous project monitoring, further study on key technology and major issues of warping dam and raising money through multi-channels as we build warping dams by taking a tributary as a unit. |
