| 摘 要： | 财富分配不均一直是我国社会经济发展中存在的重要问题。影响财富分配的因素有很多,鉴于十八届三中全会中对权力规范化的强调以及防止权力滥用导致腐败等要求的提出,笔者着眼于政治权力对社会财富分配的影响进行研究。在文献回顾的基础上,首先试图论证政府权力对二次财富公平分配、有序调节的突出成就。其次,着眼于我国农村地区,通过简单的统计发现掌握不同政治权力的村干部和普通村民家庭的人均收入情况确有较大差距。针对这一验证结果,从社会资源分配不公、不同群体的不均等赋权、公共权力的隐性收入3个方面,剖析权力扭曲阻碍财富公平分配的现象产生的原因,最后从经济、政策、制度3个方向探求解决路径。

| Abstract: | Wealth inequality has been a important problem in China′s social and economic development.There are many factors affecting the distribution of wealth.The third plenary session of the 18th Central Committee emphasized the power normalization and prevention of corruption . In this research, we researched the effects of political rights on the distribution of social welfare.On the basis of literature review, we firstly tried to demonstrate the achievements on distribution of wealth and the adjustment on wealth by government .Then, statistics of rural area in China found out that there were great differences in per capita income between village cadres and ordinary rural family.Causation of this power distor-tion hindering the fair distribution of wealth were analyzed from three aspects of the unfair distribution of social resources , the uneven empower-ment of different populations, and the invisible income of public power.Finally, solutions were put forward from economy, policy and system. |
