| 摘 要： | 自然保护区是人类生态文明发展的一个里程碑。我国自然保护区经过50余年的建设和发展, 取得了显著成效。文中分析了我国自然保护区管理模式现状及存在的法律规定不完善、管理理念不准确、管理权责不明晰与监督体制不健全等问题, 结合我国自然保护区管理现状与资源属性等特点, 提出自然保护区地方管理模式的初步设想, 即形成一个由政府、公众与其他组织三方共同参与的管理委员会来协调相互之间的关系, 监督政府管理行为, 并从管理主体、经济支撑、监督主体与法律保障等方面予以完善。

| Abstract: | Nature reserve is a milestone in the development of human ecological civilization. China's nature reserves have achieved remarkable results after 50-year construction and development. The paper analyzed the current state of nature reserve management model and the problems in China, such as the imperfect legal rules, the inaccurate management idea, the unclear management responsibilities and the unsound supervision system. According to the present situation of China's nature reserve management and the characteristics of resource attribute, we put forward the initial idea of the nature reserve management model, i. e., forming a management committee composed of the government, the public and other organizations to coordinate their relationship and to supervise the government's management behavior. And the committee would be improved in terms of management entity, economic support, supervision subject and legal guarantee, etc. |
