| 摘 要： | 城市土地整理是提高城市用地效率和优化城市土地利用的重要技术手段,把它介绍给许多亚洲发展中国家是20世纪城市规划中最重要的国际合作之一.中国经济持续发展,城市用地扩展迅速,现今形成的城市土地利用格局不易逆转,对未来城市发展影响很大.但中国城市土地整理还处于起步阶段,有必要借鉴国外较为成熟的城市土地整理技术,合理规范未来城市用地发展和保护有限的耕地资源.该文首先分析讨论了国外城市土地整理的对象、目标、地位和主要功能,然后从5个方面探讨了土地整理在中国城市用地发展和城市用地管理中的作用.

| Abstract: | Urban land readjustment is an important method to improve the use efficiency of urban land. An introduction of land readjustment technique to a number of Asian developing countries was one of the most significant international collaborations in urban planning during the last century. As a developing country with the biggest population and scarce arable land resources, China is currently in a process of rapid urbanization because of its fast economic growth. To meet the increasing land requirement by the rapid urbanization, to stimulate efficient use of urban lands, and to reduce loss of productive farmland resources around cities, it needs appropriate technologies and strategy of urban land readjustments. This paper introduced experiences of urban land readjustment from abroad, identified problems in China's urban development, and then proposed suggestions for China to promote a rational urban land use, using land readjustment as an essential method. These included an establishment of a multi-level system (region-city-community) of urban land readjustment, and a monitoring and management system for urban land expansion based on modern technologies (GIS and remote sensing). It was also suggested that to supply land for housing the poor or low-income citizen should be placed on a high priority of the urban land readjustment. In addition, land readjustment should be closely combined with urban planning. Finally, suggestions were given on topics of land readjustment and sustainable urban development necessary for further study. |
