| 摘 要： | 基于森林可持续经营原则,从非公有制林业目标选择、发展动力机制、发展特点、法律保障机制等方面进行了理论探讨。在分析非公有制林业与森林可持续经营目标的基础上,阐明了非公有制林业的主要目标是追求个人经济利益最大化,森林可持续经营的主要目标是实现林业社会福利最大化,两者目标的协调即实现非公有制林业的可持续发展取决于政府宏观调控的有效性。研究认为,非公有制林业的发展动力机制是国内外各种有利于林业发展的力量和非公有制林业内在活力合成的结果,其本质特征决定了它具有显著的优势和内在的缺陷。我国法律为非公有制林业发展创造了有利条件,但林业立法和执法方面存在的问题也不容忽视。

| Abstract: | In the light of sustainable forestry management,purpose,mechanism,characteristics,legal safeguard of non-government forestry were discussed.Based on the analysis of different aims ofnon-government forestry and sustainable forestry management,it is thought that the goal of non-government forestry was to pursue maximum of individual economic benefits and object of sustainable forestry management was to realize most social welfare,and the macro-regulation of government was importent.This indicated that mechanism of non-government forestry development was an integration of domestic and overseas factors,that had distinct advantage and inner weakness.Although Chinese forestry logal system is beneficial to non-government forestry development,there are still a lot of problem. |
