| 摘 要： | 在对湖南衡阳白沙洲工业园区建设过程中失地程度较高的金龙村和湘江农场调查的基础上,结合相关的征地及安置政策,借鉴国内外处理相关问题的成功经验,围绕合理有效使用征地补偿金、帮助失地农民就业及建立社会保障体系等方面探讨了失地农民走出困境并实现其可持续发展的对策。
