| 摘 要： | 表面上，科研“行政化”主要表现为科研单位的行政级别问题；实质上，科研“行政化”是指行政权力对科研的过度干预，表现为科研目标、科研理念和科研管理模式的行政化。因此，“去行政化”的前提和关键是约束行政权力，重新合理配置行政权力和学术权力的关系。

| Abstract: | Elimination the influence of administrative power in the scientific research institution doesn't mean the administrative level of the institution, in essence, it refers to the excessive intervention of administrative power to it, presented as a scientific concept of objective, scientific research and scientific management mode of administration. Therefore, the premise and key of elimination the influence of administrative power is executive power, reasonable distribution the administrative power and academic power again. |
