国外自然碳汇开发案例及启示——以美国曼哈顿城市公园系统和澳大利亚草原生态系统为例

摘    要:双碳"目标背景下,充分挖掘森林、草原等自然生态系统的固碳潜力,发挥自然碳汇作用,是未来我国应对碳达峰、碳中和最经济且最有效的途径之一。目前,我国对于自然碳汇的布局处于起步阶段,在制度体系方面还不成熟。基于此,文中在梳理美国曼哈顿城市公园系统和澳大利亚草原生态系统建设现状的基础上,分析了我国上海市绿色城市建设和内蒙古自治区草原生态建设的进展与不足,归纳总结基于自然解决方案进行生态建设的经验,并从树立系统思维、完善生态监测系统、搭建大众参与平台等方面为我国进行生态建设、实现"双碳"目标提供借鉴。

Abstract:Under the background of the goals of carbon peaking and carbon neutrality, tapping the carbon sequestration potential of forests, grasslands and other natural ecosystems and giving full play to the role of natural carbon sink has become an important means for our country to achieve the goal of carbon peaking and carbon neutrality in the future. At present, the layout of natural carbon sink in China is still in its infancy and the institutional system is not yet mature. Based on this, on the basis of combing the current situation of the Manhattan City Park System and the Australian Grassland Ecosystem Construction, this paper analyzes the progress and shortcomings of the construction of Green City in Shanghai and the grassland ecological construction in Inner Mongolia Autonomous Region, summarizes the experience of ecological construction based on natural solutions, and provides reference for China's ecological construction and the realization of the carbon peaking and carbon neutrality goal from the aspects of establishing systematic thinking, improving the ecological monitoring system, and building a platform for public participation.
