| 摘 要： | 通过调查研究发现：①营林生产经济效益差，营林生产收入低是影响农民造林积极性的根本原因；②营林生产技术含量低，林业技术普及不够，参加林业生产劳动者大部分是一些老年人和妇女，把林业生产看成了一项极为简单的农事活动；③绝大部分群众认为生态林是国家的，与自己关系不大，村民对生态林认识不高；④湖南湘西地区山高坡陡，不少山地土层瘠薄，抗旱保水能力差，恶劣的自然条件是影响造林成活率的重要原因；⑤行政干预过多，农民参与意识没有得到充分的发挥。

Low recognition of the benefits of an ecological forest. The negative impacts of mountain terrain on forest growth. Government interference negatively impacted peasant acceptance. |
