| 摘 要： | 创新管理政策和机制对实现北京沟域经济建设目标具有重要意义.公共政策作为一种外部输入的“负熵”,有助于推动沟域完成自组织演进过程,是沟域经济发展的重要外部条件和保证.该研究基于自组织理论,构建了沟域经济发展的基础政策和配套政策框架,并提出沟域资源开发政策、援助政策和宏观调控政策等建议.
