安徽省农业全要素生产率:静态效率、动态效率和空间效应

摘    要:乡村振兴的关键在产业,农业是乡村最大的产业,安徽作为中部地区产粮大省,农业大而不强,乡村振兴任重道远。基于数据包络分析方法探讨安徽省农业全要素生产率及其变动情况显示:农业各生产要素投入冗余呈上升趋势,处于最优配置的地市数量呈下降趋势;农业生产全要素生产率不断提升,但增长速度逐渐下降;技术进步是农业全要素生产率提升的核心因素,综合效率略显不足;不同地区的农业全要素生产率没有表现出明显的空间相关性。为此,应根据各地区制约农业全要素生产率提升的核心因素,从科技成果向农业转化、耕地适度规模经营、职业农民培养、农业生产组织化等方面,实现农业全要素生产率提升由技术进步的"单向推动"向综合效率和技术进步"双向推动"转变。

Abstract:The key to rural revitalization lies in industry. Agriculture is the largest industry in rural areas. As a major grain producing province in central China, Anhui has a long way to go on the road to rural revitalization. Based on Data Envelopment Analysis (DEA), this paper discusses the agricultural total factor productivity (TFP) and its changes in Anhui Province. It is found that the efficiency of agricultural production is increasing, but the growth rate is gradually decreasing; Technological progress is the core factor of improving agricultural production efficiency, and the comprehensive efficiency is slightly insufficient; The agricultural TFP in different regions does not show obvious spatial correlation. Therefore, according to the core factors restricting the promotion of agricultural TFP in various regions, we should realize the transformation of agricultural TFP from "one-way promotion" through technological progress to "two-way promotion" through comprehensive efficiency improvement and technological progress, in terms of the transformation of scientific and technological achievements for agriculture, moderate scale operation of cultivated land, cultivation of professional farmers, and organization of agricultural production.
