| 摘 要： | 基于内蒙古自治区2000-2019年县级面板数据，采用双重差分法估计草原生态奖补政策的实施效果，在此基础上以牲畜规模为中介构建中介效应模型检验草原生态奖补政策的影响机理。结果表明，草原生态奖补政策对草原植被恢复呈现出显著的负向影响，导致草地NPP(net primary product)降低了2.28%,且该结果通过了一系列稳健性检验；牲畜总规模和舍饲规模在草原生态奖补政策对草原植被恢复的作用机制中都存在中介效应，通过牲畜总规模的增加抑制了草原植被的恢复，但通过舍饲规模的增加能够促进草原植被的恢复，舍饲饲养模式是更符合草原生态保护要求的路径。因此，提出加强对偷牧等违法行为的监管和惩罚力度，优化牲畜饲养技术，加大对舍饲饲养方式的奖补力度和方式，提高人工草场的建设数量和质量等相关建议。

| Abstract: | Based on the panel data of Inner Mongolia from 2000 to 2019,the implementation effects of grassland ecological rewards and subsidies policy (GERSP) were estimated by the double-difference method.On this basis,with the scale of livestock as the mediator,a mediation effect model was constructed to test the mechanism of GERSP.The results showed that the GERSP had a significant negative impact on grassland vegetation restoration which resulted in a decrease of 2.28% in grassland NPP.It has also passed a series of robustness tests.Both the total livestock scale and the scale of the house had mediating effects in the mechanism of GERSP on grassland vegetation restoration.The increase in scale inhibited the restoration of grassland vegetation.Moreover,the increase in the scale of house feeding promoted the restoration of grassland vegetation,which is the more appropriate way for grassland protection.Therefore,relevant suggestions were put forward to strengthen the supervision and punishment of illegal acts,such as grazing stealing,optimizing livestock raising techniques,increasing the incentives and methods of house feeding,and improving the quantity and quality of artificial pastures. |
