摘    要:科技进步贡献率是测算一个产业经济发展中科技所占贡献值、衡量经济发展质量的重要指标。文章采用索洛余值法,并选取草业总产值,资本、劳动力和土地三大要素投入指标,对内蒙古“十五”至“十三五”时期草业科技进步贡献率进行测算,以此充分了解不同时期科技对草业经济发展的贡献作用。测算结果显示,内蒙古“十五”至“十三五”时期草业科技进步贡献率分别为29.33%,32.36%,38.22%,42.42%,同时预测“十四五”时期有望达到43.96%以上。整体上看,内蒙古草业科技进步贡献率呈现稳步增长的发展趋势,说明科技在草业经济发展中的贡献逐渐增大,但与同时期农业、畜牧业、林业等行业相比贡献率偏低,为实现科技引领草业经济高质量发展,需要加大科技资金的投入、加强人工草地建设、培育专业技术人员。

Abstract:The contribution rate is an important indicator to measure the contribution of science and technology to the economic development of an industry and to assess the quality of economic development. The paper adopted the Solow's residual value method, while selected the total output value of the grass industry and the indicators of the three major input factors of capital, labor and land, then to calculate the contribution rate of the scientific and technological progress to the grass industry in Inner Mongolia from the "Tenth Five-Year Plan" period to the "Thirteenth Five-Year Plan" period, with an aim to understand the contribution of science and technology to the economic development of grass industry in different periods. The results showed that the contribution rates of scientific and technological progress to the grass industry in Inner Mongolia in the "Tenth Five-Year Plan" period to "Thirteenth Five-Year Plan" period are 29.33%, 32.36%, 38.22%, and 42.42% correspondingly. Also, it was predicted that during the "Fourteenth Five-Year Plan" period, the contribution from scientific and technological progress to the grass industry may expected to reach over 43.96%. As a whole, the contribution rate of scientific and technological progress to the grass industry in Inner Mongolia showed a steady growth trend, indicating that the contribution from science and technology to the development of the grassland-based liver-stock husbandry was gradually increasing;but the contribution rate was lower than those of agriculture, animal husbandry, forestry and other industries in the same period. In order to achieve high-quality development of the grass industry driven by scientific and technological progress, some suggestions such as increasing the investment of science and technology funds, strengthening the construction of artificial grassland, and cultivating professional and technical personnel has been put forward.
