| 摘 要： | 本文主要论述了鲁北沿海地区水土资源开发中各种有利和不利的条件。分析了沿海滩涂资源的开发潜力。仅黄河三角洲就有各类水土资源面积达800余万亩、亟待开发利用。在水土资源开发原则方面,强调了维护区域性生态平衡,发展生态农业;因地制宜地扩大农、林、牧、水产养殖面积;实行旱、涝、盐、碱、瘦的综合治理;以及统一领导、分区规划、分片治理与合理利用。在开发规划中,首先要查明水土资源现状,并进行数量和质量评价。对现有的盐渍化、沙化、沼泽化及肥力退化的低产农田,采取综合改良与培肥措施。有计划地发展海涂和浅海水面养殖。开发沿海地区地下水矿化度大于50g·L~1的卤水资源。建设沿海地区的“绿色长城”,根据水土资源条件,规划农、林、牧、副、渔发展规模和适宜开发模式。大力推广黄淮海平原综合治理经验。

| Abstract: | Favourable and unfavourable conditions of developing the water-soil resource in thecoastal areas of the northern part of Shandong are bescribed. In the principle of developing the water-soil resource, the emphasis is put on main-taining regional ecological balance, developing ecological agriculture, carrying out compre-hensive control of drought, water-logging, salinization, alkalization, salty and hunger etc. In the programme, it is important to find out the present situation of the water-soil re-source, to make evaluation of the quantity and quality, to develop phanned breeding in theintertide zone and the water surface of shallow sea, to develop the bittern resource, to builda green "Great Wall" and to programme the scope and patterns of developing agriculture,forestry, animal busbandry, side-line occupations and fishery. |
