| 摘 要： | 木质包装作为有害生物的载体，近年来受到世界各国的关注。在我国，由于商品检验有法检和非法检之分，对于非法检商品，按照现有的通关机制，无需报检即可直接报关出口，导致非法检商品的木质包装逃避除害处理和未加施标识的现象不断发生，对国际间生物安全造成了不良影响。结合口岸一线工作实际，对出口非法检商品木质包装检疫监管工作做一些探讨，从管控航线、加强口岸各部门协作等方面入手，以最大限度地降低疫情的传播风险。

| Abstract: | In recent years, wood pack-aging as the vector of pest is attracting more attention all of the world. Commod-ity inspection divided into legal inspec-tion and non-legal inspection in China. According to the current mechanism of customs clearance, non-legal inspection commodity can export directly without CIQ declaration, this result in escape sanitary treatment and often unmarked of IPPC. These have a negative impact on the biosafety among nations. Combining with port working, the quarantine super-vision measures for wood packaging of export non-legal inspection commodity were explored, including shipping man-agement, establishing cooperation mech-anism and so on, in order to minimize risk of epidemic situation. |
