| 摘 要： | 依照世界动物卫生组织《陆生动物卫生法典》中的动物及动物产品进境风险分析框架,采用定性评估方法,对俄罗斯输华牛肉开展牛结节性皮肤病传入风险评估。评估认为,在不采取检疫监管措施的情况下,牛结节性皮肤病随俄罗斯进口牛肉传入的风险为“中”,暴露风险为“低”,后果风险为“高”,综合风险为“中”。由此,建议采取产地牛源控制、疫源监测检测以及加强宰前宰后检验和牛肉进口检疫监管等措施,防范牛结节性皮肤病随俄罗斯牛肉进口传入我国。

| Abstract: | Risk assessment on lumpy skin disease that might be introduced by imported Russian beef was carried out by use of a qualitative method in accordance with the framework of entry risk analysis on animals and animal products defined in Terrestrial Animal Health Code of OIE.It was evaluated that,on the conditions that no any quarantine measures were adopted when the disease was introduced into China along with Russian beef,the introduction risk was“medium”,the exposure risk was“low”,the consequence risk was“high”and the comprehensive risk was“medium”.Therefore,it was suggested to prevent the disease from being introduced via such pathway by series of measures,including controlling all sources of cattle in their place of origin,monitoring all disease sources,and strengthening pre-and post-mortem inspection,supervision and quarantine towards imported beef. |
