| 摘 要： | 小型私人林场在美国的林业发展中具有重要地位.文中对适合美国小型家庭林场ATFS认证的对象、标准、方式和程序以及ATFS认证与政府林业激励政策的关系进行了说明和分析.从ATFS的发展历程可以看到, 作为一种将政府与市场紧密联系的管理方式, 森林认证只有与国家管理体制和林业政策紧密有机地结合在一起才能发挥积极作用.

| Abstract: | Small family tree farms have been playing a very important role in the United States. This paper introduced and analyzed the users, standard, methods and procedure of American Tree Farm System (ATFS) certification that is suitable for small and family tree farms, as well as the relationship between ATFS certification and governmental incentive policy for forestry. It was clearly seen from the ATFS development process that forest certification, as a management approach closely connecting government and market, can work for its purpose by being combined with national forestry policies and management system. |
