| 摘 要： | 耕地问题主要是控制非农业占用耕地的数量和提高土地生产力(单产)二个方面。理想的耕地减少数量,是不致因耕地面积减少,使粮食减少而降低人均粮食数量。这个数字大约每年50万亩左右。预测2000年耕地面积将减少至9580万亩,人均耕地约为1.05亩,在耕地面积日益减少的情况下,要制定土地利用总体规划、合理安排农业用地、处理好非农业用地与农业用地的关系,保护耕地资源,稳定粮田面积,处理好粮食作物与经济作物的关系。各地要建立基本农田,把最好的土地用于农业,用于粮食,以充分发挥土地生产潜力,保证人民基本生活和需要。注意地力培养,用养结合,注意有机肥及化肥的配合应用,抓中产田改造及水利建设,以提高土地生产能力。本省后备资源开发和闲弃地的复垦利用,有大的潜力。

| Abstract: | The problems for cultivated land mainly are controlling the land quantity used forun-agricultural purposes and increasing the land productivity (per mu yield). The ideal de-crease of cultivated land is that per capita grain does not decline along with the decrease ofcultivated land. which is about 500.000 mu per year. It is estimated that the total and percapita cultivated areas of Shandong will be reduced to 95,800,000 mu and 1.05 mu up to2000 respectively. Under the circumstance of cultivated land decreasing day by day, it isnecessary to lay down an overall plan of land utilization, to use the land for agriculturemore rationally, and to handle the relations between the agricultural land and the land usedfor other purposes more correctly. At the same time, it is necessary to protect the resourcesof cultivated land, to maintain the area of grain field and to deal with well the relations be-tween the grain crops and the industrial crops. In order to bring the potentiality for produc-tion into full play and ensure the essential necessity of people's life. In all parts of the prov-ince must build the essential agricultural land and use the best cultivated land in agricultureand grain production. For increasing the productive capacity of cultivated land. it is neces-sary to combine utilizing with fertilizing land. to pay more attention to concerted use offarm manure and chemical fertilizer, to improve the mid-yield land and to build waterconservancy projects. There are great potentialities of exploiting reserve resources.recultivating and using unused land in Shandong Province. |
