摘    要:本文从近几十年来海河流域降水量变化、山前拦蓄地表水和超采地下水三个方面 ,阐述了山前平原浅层地下水位持续下降的动因 ,揭示了拦蓄和超采对地下水位持续下降的主导作用和气候变化的催化作用 ,探讨了地下水位持续下降所带来的四个方面危害。在此基础上 ,提出了立足大陆尺度科学规划和利用水资源 ,并尽早开展相关基础科学研究的建议

Abstract:The paper expounds the mechanism of continual decline of shallow groundwater level in the piedmont plain of arid-semiarid area from three aspects of the precipitation variation, surface water retain and groundwater excess pumping.It was proclaimed that the surface water retain and groundwater excess pumping play the dominant role and the precipitation variation played catalytic role in continuously decline of the shallow groundwater level.Four aspects of the consequence of shallow groundwater level decline were analyzed.It was suggested that water resources should be planed scientifically on the continental scale ,which should be studied as soon as possible. \ \
