| 摘 要： | 工业化是社会经济发展的必然趋势,在工业化过程中,农业劳动生产率失去比较优势,农业逐渐沦为弱质产业,农业保护及其相关政策随之而生。工业化不同发展阶段,为了实现工农业的协调发展和资源在工农业之间的合理配置,不同工业发展阶段的农业保护政策目标不同,所采取的方略也不同,这是工业化顺利进行的基本条件,也是社会经济发展的客观要求。

| Abstract: | Industrialization is an irresistible trend along with the social economic development.The agricultural productivity had been losing the comparative advantage during this process and agriculture had become the tender constitution industry gradually.Thus,the agricultural protection policy came into being.In order to get a harmonious development of agriculture and industry at different stages of industrialization,government must assign resources rationally between agriculture and industry and take different policies with different objectives to protect agriculture,which not only is the fundamental condition for smooth development of industrialization but also is necessary to the social economic development. |
