| 摘 要： | 日本政府贷款吉林省松花江中上游生态建设项目，是我省首次利用外资开展的大规模生态建设工程。本文在考察外省日贷造林管理办法的基础上，结合吉林市一年来的实际工作，探讨总结了日贷造林营林生产管理流程，旨在为今后日元贷款项目的建设提供指导和帮助。
