| 摘 要： | 论述了我国乡镇政府与村委会的职能关系，分析了乡镇政府与村委会之间存在的主要问题和产生原因，提出转变乡镇政府的治理理念、明确乡镇政府和村委会的权责、推进乡镇和村级行政体制改革、探索新形势下的农村集体经济发展模式，从而理顺乡镇政府与村委会的关系，提高农村基础组织工作效率，为农村经济发展提供保障。
