| 摘 要： | 文章以中国农业科学院农业环境与可持续发展研究所为例,对中央级公益性科研院所基本科研业务费(以下简称"基本科研业务费")的资助现状与资助效果进行了分析,指出了基本科研业务费管理存在的问题,并从建立课题导师指导制、探索专项课题管理模式、营造良好的科研环境等方面提出了对策与措施,以期进一步提高科研工作的效率和效益,更好地激励科学研究的可持续发展。
