| 摘 要： | 笔者分析了黑龙江省农村城镇化发展的特征,认为其存在主体动力不足、建设水平较低、小城镇功能特色不突出、规模效益较低、资源配置效率不高等问题。根据城镇类型分类步骤,将黑龙江省农村城镇化可选择模式划分为4类：①生态建设推动型,通过生态移民,解决城镇化人口要素,加强城镇基础设施建设,增强集聚和吸纳能力;②特色农业拉动型,以市场为导向,依托特色资源发展特色产业,以政府为后盾,营造良好的特色农业外部发展环境;③以精品旅游产品为依托型,科学规划,使旅游与城镇协调发展,打造出精品旅游项目建设旅游名镇;④商贸加工拉动型,通过布局调整,提升对外贸易能力,完善相关政策,大力发展城镇商贸设施。这4种模式均立足于黑龙江省城镇化发展现状,可为黑龙江省特色农村城镇化发展模式提供更多选择。
