| 摘 要： | 产业集群作为一种盛行于世界各地的、行之有效的生产组织形式,它是一个国家或地区获得竞争优势的重要途径。农业产业园成为了地方推动产业结构调整、促进经济发展和科技产业聚集的重要平台和孵化载体。它承载着聚集创新资源、培育新兴产业、解决“三农”问题、推动城乡融合等系列重要使命。为了研究产业园区建设的利弊问题,充分发挥产业园建设在促进当地经济社会发展中的积极作用,笔者赴山东、黑龙江、湖南、广东等地对产业园区建设情况进行了调研,基于此,分析研究提出了优化园区规划布局、加大多元化资金投入、培育特色产业、完善人才培育机制、优化招商引资环境等建议,供园区建设决策者以参考。

| Abstract: | As an effective production organization form prevailing all over the world, industrial cluster is an important way for a country or region to obtain competitive advantage. The industrial park has become an important platform and incubation carrier to promote the adjustment of industrial structure, economic development and the gathering of science and technology industries. It carries a series of important missions, such as gathering innovative resources, cultivating new industries, solving the issues of agriculture, rural areas and farmers, and promoting the integration of urban and rural areas. In order to research the pros and cons of industrial park construction, give a full play to the industrial park to build the positive role in promoting local economic and social development, the author went to Shandong, Heilongjiang, Hunan, Guangdong and other places to carry on the research on industrial park construction, and based on this, put forward suggestions as optimizing park planning and layout, increasing the capital investment in a diversified way and building characteristic industry, improving the talent cultivation mechanism, and optimizing the investment environment. |
