| 摘 要： | 司法制度是解决"三农"问题、构建和谐社会的重要方面。现有的农业法律制度不健全,农民群众法律意识淡漠,诉讼意愿不强,基层司法资源有限是制约当前我国农村法制建设的瓶颈。人民法院、司法行政机关和人民检察院应各司其责,为新农村建设提供强有力的司法保障。
