| 摘 要： | 当前，中国正面临人口、资源、环境等多重压力，水资源短缺、水环境恶化等问题日益突出。如何科学合理确定建设项目布局，以科学发展观统筹协调好水资源开发、利用、配置、节约、保护的各方面关系，有效解决水资源需求与供给、开发与保护等矛盾，对水资源论证工作的深度和广度提出了更高的要求。严格实施水资源论证制度，提高论证水平已成为当前水资源管理工作的重要内容。

| Abstract: | At present our country is facing multiple pressures,for instance ,population,resources,environment,etc,water scarcity,environmental deterioration and other issues have become increasingly. How to determine layout of construction projects scientifically rational and coordinate various relationships of water resources development, utilization.saving and protection with the scientific view of development for solve contradictions between water resources demand and supply ,development and protection effectively, these put forward higher requirement on depth and breadth of water resources demonstration work .Executing water resources demonstration system strictly and enhancing demonstration level have become the important content of water resources management work. |
